Perhaps they are betting that Hugo won't be around by the time they actually have to put out substantial investment dollars? I like that kind of thinking (or hoping), it makes any assets in Venezuela more valuable in the future.

By making the deal now with improved terms they get a foot in the door, which as we know could get cut off. But they could always back out at a small loss if Hugo somehow stays in power.
