I'm sure Jeff Immelt is smart enough to demand payment in full before shipping the GE turbines. Hopefully he demands a hefty above market premium from Hugo for the privelage of taking advantage of capitalist "Yankee Know How". Apparently Hugo wants to do it right this time.
