Jingles taking such a stance by stopping all trade sound good but the problem is that the only people it really hurts is the common people from VZ. The elite like Hugo will still have everything they want plus they get to paint the US and Canada as the reason they are starving, It also lets Chavez potray the US and Canada as trying to decide what is best for the people of VZ. He would probably call it an act of war to rally people around him.

Look at Cuba and see how that worked out with the US embargo. Punishing the people by stopping trade till they change government leaders never works, it only unites the people behind the government.
