CJ, I really don't see Chavez making money off the 'illegals'...to many people to benefit from the graft on the way up to him.....mine 'bosses', soldiers, bureaucrats, ministry officials, Herara.....As well, the environmental damage can't be sidestepped.....deforestation, River Caroni decimated, fish stocks ruined, silting all the way down to the dam, the indigenous people up in arms etc etc. It's way too public by now. Chavez could obviously do something about it. If he can club and shoot protesters, he certainly could get heavy with the illegals. So he has no excuses. He just doesn't give a crap. It's just the environment....it doesn't affect his 'Bolivarian Revolution' much.

This could come down to just too many inept bureaucrats, with too many dots to connect. Likely some of these people of influence are using invisible ink once in a while.......that can really throw things into chaos. ......I'm sure he signed that order, I saw him! I'm sure I filed that right here!....But look, no signature!!.......OK, we'll have to go back and do it again....ooops, so and so isn't in this department anymore. Well, we have to get the replacement up to speed...that will take a month or so......oh darn, the Senate just changed the rules concerning the decision making in that department.....Now we have to send internal memo's to everyone.......oh, by the way, where did that cute little secretary go?......she does that kinda thing......and where is Jose 'los nino' Inepto gone?
