I see this kinda like picking a lock to get into the safe, which holds our valuables, but we were being kept from getting access to them. Red tape, someone retired, gotta start over, new regulation.... I can here the pins falling into place, and as we get closer to picking the lock of the safe. Suddenly, those responsible for the 'legal' but 'immoral', theft of out valuables, decide it's time to suck it up, and pretend it was all a mistake....

Ok..weve figured it out....come on down to the 'bank' and claim your valuables...sorry for the 'misunderstanding.
