KRY can only negotiate and entertain offers if the deal falls through.

Even then, 9 months after July 31 any deal that gets done has a fee structure attached.

It is not in KRY's best interests, in my belief, to even think of going down that route unless of course Venezuela makes an offer to buy them out. I can't see Venezuela sticking their middle finger up at China on this deal. The Chinese have made this deal public basis their discussions with Venezuela.

As far as I can tell the permit is a formality.

Keep checking the Gazetta Oficial for confirmation. It will show up one day on high volume and price spike before July 31.
