One pushback to you on this is that Rusoro has a 50/50 jv with VZ. Small as it is.

Another is that the law supports existing MOC. VZ will already collect appx. 40% from the MOC for doing nothing but issuing the permit. Also, they are collecting social projects. Additionally, they will collect taxes from jobs and all the money spent in country on this project. All told, they already are collecting over 51% of the project.
