Although,... my understanding is that the cities (actually municipalities - more like counties or parishes) mentioned are in the more Northern area of Venezuela - Tinaco is in Cojedes State while Anaco is in central Anzoategui State (this runs from the sea to the Orinoco River) and which borders Bolivar state within which Las Cristinas is located. So, Anaco is quite a ways from Las Cristinas.

China rail is providing support to modernize Ven's rails at this time. Looks like in the more populated areas.

Crystallex's deal with China Railway Resources Company is fairly significant, but CRRC is a small part (one of thirty-plus companies) of China Railway Engineering Corporation.
