nob, i dont remember ever seeing an article about china winning "a bid".. i know they were awarded the contract but this whole thing kinda struck me that there were no "bidders" involved...i dont know if thats because no one would touch a project like this in venezuela other than china or if hugo just said "give it to the chinese"..

venezuelas crazy...the only place on earth where a project this size could be handed out without some form of bid process....
