Any other status releases would be at the discretion of China Railway. There was never a promise that the deal would be done by a date certain, the preliminary agreement anticipates delay with the "by mutual agreement" statement to extend the time.

Having worked on major legal documents many times, rarely could both sides get it all done on the original timetable. I also never saw anyone announce a delay, things just sort of ooze on to a conclusion.
