I agree. I assume that the Chinese need to know, not only that the Vens will give them the permit and when, but what detailed conditions will be attached to the permit. They will also need to know that the commercial terms related to selling and/or exporting the mine product will be acceptable to them, secure for the life of mine and supportive of the investment they are making. I don't think that they will sign an agreement that binds them, until they know what exactly it is they are being bound to. My guess is that the deadlines set out in the agreement are put there to stimulate the Vens to act and that the hold-up as always is with them. I guess that is why the agreement allows new dealines to be agreed to by the Chinese and KRY.
