I was told that Kahn:

promised the permit is ready to go....

kry and ccr __- get your paper work in order and once you are done.... it will be waiting!!!!!

as well, I have been told that chavez promised the chinese samething.

this delay in my opinion is: lawyer, accountant kry and chinese... i understand kry finished their end of it.
