Did the parties really not know before the June PR that this document was 1,500 pages long and would need to be ironed out in 2 different languages? Heck, they've been working on it for 9 months. Of course they knew how difficult it would be.

True. My guess is that the delays are related to (you guessed it)....Venezuela. Lazy, Incompetent Morons.
