IMO, change at the top won't make much difference to our little paatch of the country, at least not right away. Things like graft and personal greed are too closely interwoven in the fabric of government.

He ended the article with a plea for more nuclear stations so that the lights are still on in 25 years, in a new, Peking-dominated world.
