My two cents: the deal is closed, paperwork done, all info waiting to be announced

But China and KRY by respect will not do any announcement before Chavez will do his own announcement. Elections are just in the corner and being diplomatic now is very important to not upset the president. The sp is low because of incertitude, Chavez’s factor….unpredictable Chavez. The market does not like this and the big boys will not jump with their money until they see clear direction.

So, in other words, Chavez will do his blah blah blah and we will get our announcement after

It is normal, you do not say anything if you know that the president has an announcement before his election….just my two cents again….
