Vz is such a screwed up country with Chavez its scrwed up leader that I don't blame KRY and the Chinese writing up maybe 5 layers of guarantees before presenting the JV agreement. How many deals has Chavez made in the past that were delayed, cancelled or expropriated; looking for clauses or excuses to renege on his signed deals. This guy does not play with a full deck.

For me I think it will happen but every " i" needs be dotted and every "t' crossed before moving forward. Hopefully this is the reason for the delay.
