We will be voting on the A&F Agreement but the initial vote would have had us agreeing to the JV frame work of the deal and only taking effect when all points we completed. These are listed on page 5 of the primary binding agreement.
It will be much easier now that the time frame has been extended to vote as Kilo said on the whole deal. An example would have been our first time line we would have agreed upon the A&F and voted to either go ahead or reject it. The only reason for rejecting the A&F is if you believed China couldn't deliver the goods but the A&F already had an out clause that the deal could only close if all points on page 5 were completed.
Instead of now voting for the A&F with the rest of the deal to come later, we will get to vote on the A&F knowing that the points that need to be completed like the letters from VZ, the permit and the transfer of the MOC have been arranged.
It basically comes down to knowing the vote will be a yes and we will get a bigger bang by having all the pieces in place.
