I'm not prepared to describe CRRC as some sort of independent, self-serving company answerable only to a large, nebulous group of shareholders. As far as we are concerned, I see it as an arm of the PRC government. I think of a string puppet, or perhaps the silk glove pulled over an iron fist. It ain't doin' nuthin', nowhere, without the direction of the Central Communist Party.
