I understand your point, and it's as likely as mine to be true. However, if you look at how the Chinese have operated in other developing and 3rd world countries, they have often sent in their own people and equipment. It's essentially cost-free, plus - if they have their own people in there, they could be paying them a peppercorn a month, instead of the $300+ they would have to pay the locals, in any economy.
