I just have trouble figuring out why anyone in Venezuela would let us decide if we agree after they tender a permit. It might make sense in the normal bussiness world to put it all out on the table and then vote but what is normal about Venezuela? I think we will have a good indication or better before we vote, but I still think the Chavez wants to announce he is making this happen vs. we are voting to decide if we want to do this. It shure would be great if the Chinese are forcing details made clear in advance.
