bureaucracy.

Priceless comment, at least HUGO admits that his government is a bunch of parasites that suck the life out of eveything with bribes and delays.

IMO, without China and its vast wealth, LC would still be undeveloped well into the next millenium, while the peasants remain in poverty. Kudos to Bob Fung and company for recognizing that and moving forward, Mao's little Red Book in hand.
