It would appear that both J/V partners are not ready to move this yet and Jennings is just following instructions. Well calaculated instructions until buyer or buyers are positioned.

You can be sure that this timing is thoroughly thought out.

I do not believe this will move until after elections are in. Possibly within two weeks of results.

A lot at stake here and the Chinese will not give the go ahead until everything is in order according to their plans.
