Can't explain it Cividale and wouldn't even want to try however I remember the push for the Russians was more in Nov 08 and then some sort of mention by Chavez at an AN assembly in Jan 09. After that I can't recall except mostly Rusoro beating their own drum about Partner of Choice. We know how that worked out for them.
