Guys, according to the Agreement, IT'S NOT UP TO KRY WHEN IT ANNOUNCES ANYTHING.

The PRC ain't signing on the dotted line until they know the permit is there, until DHL has delivered the damn thing to Peking, and laid it on a red tasselled pillow for them.

All these little niceties you're expecting due to some cute little disclosure regimen that happens to be in place in N. America means diddly-squat right now.
