I agree Dparge why such a long "negotiation" for the permit. Its not like this is something new to VZ or the parties involved.

Even if we take the timeline given by KRY at the AGM China asked Chavez in Sept 2009 if they were a viable partner for LC.

In Dec 2009 a senior member of the Chinese gov't sought assurances from VZ the KRY was an acceptable partner.

May 2010 CRRC visits VZ to advise the gov't of the imminent discloser of the partnership.

So with all of that said this "permit negotiation" isn't anything new to any of these parties so why is it being held up?
