I think we have to understand that there are politcal elements to the JV being finalized, as well as the usual business-type stuff.

And again, I don't thing the Chinese sign the JV without the permit in hand.

If the JV does get signed without the permit in hand, it'll have to be a JV that has an out if the permit doesn't get issued, and I don't think KRY would be too interested in having a 300 page document after all this time and effort, which allows the other side to get out if the permit doesn't follow within a certian period of time.
