Because maybe he has an irrational hatred of any capitalist venture, a hatred that has prevented him from going forward with Las Cristinas for years when, for many years, it would have been in VZLA's economic interest to develop LC. I see Chavez as the main holdup in all of this and the main question mark as to whether it gets done.
