I don't think its that nefarious - I think the ccompany is dealing with far bigger interests than corpprate ones, and the timing of everything is completely out of their hands. I also think that this makes the deal a little less certain, as governments can be far more capricious than companies. FWIW, I believe it will still get done, and I think it will be bigger than we expect, we just have no idea of when.
