I agree with all things things you mentioned. You missed one thing.

The price of gold and the percentage VZ gets.

Rusoro has had trouble making money with their deal with VZ. I think that is the true holdup. Hugo wants it all and wants to keep as much of the profit possible. With all that gold in the ground and the POG rising I think he is playing his cards pretty well. Despite the fact he is an ass.
