I posted earlier regarding such Chinese approvals for another mining company, GMO, and those were stated as required for that deal. I asked if anyone has info on this, with no reply. But I do believe that China would control all foreign investment similarly, and they would not allow foreign investment without official approval.

If that is not the case, someone let me know.
