I cannot believe that Venezuela has issued the required Environmental Permit.

I cannot believe that China has issued the formal approval from the Chinese National Development and Reform Committee.

I cannot believe that the Chinese Ministry of Commerce has issued and delivered the "Record of Decision".

If ALL of these things were done, we would have a final deal. Without any one of them, we do not. And all of the thrashing about on this board cannot change that, unfortunately.
