You're right, JJ. I didn't mean to suggest the labor union issue was a show-stopper--only that it was another political/cultural difference that had to be overcome, a point of friction that might help explain the long delay.

Your point is a good one, and reassuring. China is building a railroad to the oil fields in Venezuela, as I recall. The union issue must have been resolved in that affair, so it can be in our JV as well.
