I emailed him for a clarification. He has yet to get back to me.

I also emailed Frank Daniels of Reuters. Remember him from the Sanz and Ortega era? Frank told me Reuters did not cover the speech but said he might be able to scare up a transcript for me.

The problem is the transcript will be in Spanish. So we need a Spanish speaker or someone who knows someone fluid in Spanish or it will have little value.

Google's translation service is worthless.
