I've run it through a bunch of different translators and have my own opinion.

Hugo was referring to Kahn when he said Chinese as suggested earlier. Hugo talks about lots of resources and says he wants things to start.

Here is where the Russians come in play. He mentions Agapov and kaolin being the best in the world because it has gold in it. He also talks about copper and silver also being there.

Here is what I hope this means:

The Chinese and KRY will mine the gold at LC and possibly other areas considered LC by Hugo. The Russians will mine the rest of the resources such as copper, silver, kaolin, etc.

The whole talk about our concessions was probably directly related to the other resources. Remember KRY doesn't have a contract to mine copper or anything else just the gold.It is quite possible that Hugo could give the Russians the same concessions as we have but for different resources.
