Sometimes if you laugh and take an hour break, no reply is needed. Why start an argument over a joke? And no argument here is going to change the fact that we are simply waiting for the Permit. (Etc.) And in the same wobbly boat.
Hugo is like all tyrants: Hitler, Stalin, Chairman Mao, Fidel, Sadaam, et al; the name of the game is Power and Control; money is almost an incidental way of keeping score, and not a primary motivator. I believe if money was a primary for him, he'd be enjoying the billions of gold money by now. Keeping everyone and everything under control is his aphrodisiac, and loss of control is his only fear. If he lets others gain influence with wealth and with being a savior to the people with jobs and better living, it would diminish his power(control). But he cannot control the international courts, which makes Arbitration look like the most likely or only solution. At least to me.
