There seems to be, if I can understand the awful translations and spotty reports, a strong base of opposition to Hugo in the gold-rich areas. If the KRY permit had been issued a few years ago and the mining was bringing success to that area, it would be a very difficult situation for Hugo to cope with. Could this be why the gold is not worth the risk, in his view?

If he allows an election to occur that could honestly unseat him, then he would not allow an honest election. And hasn't he already begun appointing or threatening to appoint military supporters to positions to create a true and complete dictatorship? "Never give a sucker an even break".

And Hugo does not even respect China or Russia that much. After all, they are too far away to be a current physical threat, and he has so much "stuff" they covet that he dares to use them as he sees fit. And the US is no threat, now that Washington seems to be totally castrated an leaderless.

Unless Santa bring us a JV Approval with Permit attached, Arbitration would seem to me to be the only action left. Two years from now, nothing will have changed, at least not for the better.
