China is giving Hugo cash, jobs and weapons they have leverage and the Chinese government works hand in hand with business and Chinese banks. How does China respond when its desires are thwarted by a small guy like Hugo is the question?

There is no way any Chinese company does a foreign deal this big without government approval and backing from Chinese banks banks owned mainly by Communist Party insiders.
