Well they milked "the legal paperwork is so incredibly complex with three governments and three languages interrupted by numerous Chinese holidays" excuse for missing the self-imposed deadlines till it became embarrassing. Now we're left with the real reason for the delay....which has always been the reason for the delay....Venezuela.
