My concern with the decrees is that it depends on what Chavez ' immediate goals are. He may feel he has to tighten things up to ensure his longevity, in which case there won't be much there for the benefit of the country. Things like land grabs and nationalisations are usually done to beat back competitiors who are getting too big for their britches, with no concern for how those measures affect the "man on the street".
