Actually, this expropriation stuff makes perfect sense for Hugo. He earns huge political capital when he takes over a capitalist business, amongst the rural mass that supports him. When the inevitable arbitration case gets decided, years later, the same rural mass never hears about it, and the payout doesn't come out of his pocket.
