then the company introduced the environmental impact study along with a large bribe in untraceable $100 dollar U.S. notes to the Ministry of Environment, and approved a permit on 9/23/2010, so there is already with all the permits needed to operate the site, including environmental and mining deposits

I think Cedeno left a critical part of the story out.
