I have a question for Anyone who has first hand experience with policy-making within the big investment houses. Are they likely, or able, to put a certain amount of money into a purely speculative, blue-sky stock, then forget about whether it jumps or sinks? Do policy-makers have a certain discretionary amount that they can put into spec. buys without having to account for the outcome at the end of the day?
