It's interesting to see the two basic points of view on this board - the first look at it from a commercial point of view, like a regular business transaction; the other looks at it from a political point of view, where lots of decisions are made for what appear to be non-sensical, non-rational reasons.

I personally believe that the political will win out every time - think of govt' subsidized development programs - look good in the newspapers when announced. No-one around to clean up the mess when it all goes pear-shaped.
