My guess is that the news comes shortly after the trading day ends. That will accomplish the purpose of the halt - no huge runup or crash just before and after the news.

I know that it's a very, very bad example but when the judges denied KRY's lawsuit in 1998, the news came out shortly after the trading day ended. I pray that the news is much better this time around.
