In situations such as this, protocol must be followed.

Venezuela doesn't advise CREC/CRRC and KRY of MOC transfer/permit and let them announce it to the world. Protocol must follow. Venezuela must be allowed to issue the news prior.

Friday halt covers KRY to issue news before market.
