I completely agree with runslow. The PR does not at all sound like this is part of the process of terminating the MOC so that it can be given to the Chinese or that there will be a buyout. Otherwise, why mention arbitration. The PR sounds like "VZLA is trying to screw us and we are evaluating our options to fight back, including arbitration".
