Why would CVG/Hugo make this announcement nowwhen they know Mar.31 is the deadline for filing for arbitration? Why wouldn't this be done closer to the deadline? IMHO - Insiders can pick up more shares cheaply, maybe gain control of the company, force shareholders to lower their expectations if a buyout is presented? The Chinese don't deal this way and are probably very pissed off at Hugo's mode of operation but they don't get involved with the domestic politics of countries they invest in. Think of the no-lose advantage of Venezuelan insiders. Maybe Hugo has RML in mind to take over KRY's portion of the proposed JV and have a Chinese/Russian partner. RML buyout coming before deadline?
