Correct me if I'm wrong but from what we hear the Chinese are negotiating for the permit. Fung is "out of the loop" except to hear second hand from the Chinese how the negotiations are proceeding.

Fung can't offer a bribe but the Chinese sure can. Wink wink....nod nod
