I have a comment about this part of your post:

I disagree. All independent publications say otherwise. As a matter of fact, publications state Hugo is not keeping up with oil to China. Oil that he has already collected on to a large degree.

Ironically, the best cash flow he has is from the U.S. and that volume is down considerably over the last few years.
