EZ,
I don't remember back in June 2010 the PR ever saying that the JV hinged on them getting the permit. The PR portrayed a JV deal that was in the process of signing their agreement in very short order like with a month or sooner. July was placed as the drop dead date for that signing. Then there was the proported delays due to the three-language barrier. Very little if no comment referrenced the permit as being an issue any longer. That is my memory.

This chart on a weekly shows the price action leading up to the June PR and the action a few weeks thereafter. Do you really believe investors would have bought if they were informed in the PR that the deal hinged on the age old problem of getting the permit from Hugo Chavez? We were duped plain and simple by RF and his communications director RM into believing that the permit was no longer an issue. All that was left was to sign the JV documents, get voter approval whereupon the permit would be handed to us by the Venezuelan mining department.
